You will observe from the enclosed certificate that Mr Mitchell has not yet completed six years resident service, and is not therefore strictly entitled to half pay leave; I consider the private affairs on which he originally based his application as sufficiently urgent to warrant me in granting the indulgence. We have since pointed out, however, that should his leave be delayed until next year, the junior assistant, Mr Coleman, who was appointed at the same time, would be unable to take leave until he had completed 7 years service, as they could not both be conveniently spared at the same time.
